If you are at war with someone can you allow your enemy to propagandize for his cause even if he does so peacefully?

Surely, the right thing to do when at war with a sworn enemy is to try to achieve your war objectives, which may well include incapacitating or destroying your enemy, his resources and his allies? That would seem to supercede any question about allowing this or that… I think the question is several steps ahead of itself and that the question of war objectives has more importance at this moment. For example, if the objective is along the lines of “restoring liberty”, then is it even possible to combat Islam effectively without doing something about a government which thrives off the conflict Islam creates?
