Contracting out doesn't work

Contracting out is when the state gets a private company to do something that it used to do with private individuals (or in-house as it is usually known).

I don't think it works because that's what happens whenever it is tried

Why doesn't it work?

Because it relies on the competence of the people drawing up the contracts. People in government tend not to be very good at this.

Why not?

Because they lack the necessary information

I have recently received a large amount of Wiki spam and the only effective way of preventing it is to prevent the unmoderated creation of new accounts without which the page is uneditable (unless your name is Kieran or Jax).
