While I am sure they will increase your chances of survival if you get hit, by adding to the cost of making a car they add to its price which means that fewer people will buy them which means that more people will walk (potentially adding to the greenhouse effect) which (because walking is incredibly dangerous) will mean more people will get hit and more people will die.
